Official Statistics in Germany – Planning and organization of data collection from official point of view (AMS, Teil II)
It is explained how official statistics fit into the german and european statistical system and under which special legal, organizational and social conditions surveys are conducted (with and without an obligation to provide information) including surveys for special purposes can be conducted in Germany. The relevance of available data for society is pointed out.
The Code of Practice, the business process model of official statistics and the quality policy for
official statistics are presented. The seminar will focus on the planning, organization and implementation of data collection using examples (Microcensus, Census, Income and Consumption statistics, Economic statistics, Time use survey and Administration statistics). In special, the the methodological and organizational requirements of the Census 2022 and the Microcensus 2020 will be discussed. Furthermore various methods of statistical secracy and their data impact on data provision will be thematized. In addition there is an overview of the „Big Data“, the use of new data significance sources, including the provision of experiment data is provided on the basis of current developments and projects.
Accompanying exercise are provided (for example: Microcensus laptopinterview with current question program and current software, description of the work phases for a statistics projekt, the calculation of a required resources using a example of a concrete statistic, the use of methods of secrecy). The importance of standardized of survey and processing instruments and methods with regard to quality and informative value are presented and explained using examples.
The importance of registers (for example: business register, building and housing register, education register) is descriped.
Considerations on projects for the further development of official statistics that are planned or implemented will be presented (for example: the voluntary and mandatory household statistics, the preparation for register census in 2031, including the comparison of methods with other countries as the Netherlands, Austria and Switzerland).
